Tina Owens-Ruff is the Managing Attorney at Yurasek and Owens-Ruff LLC, bringing over 25 years of legal experience to her practice. Her extensive background offers a unique perspective when advising clients on real estate, small business matters, and estate planning.
Tina earned her Juris Doctorate from Ohio Northern University Pettit College of Law and her bachelor’s degree in political science and philosophy from The Ohio State University. She is admitted to practice law in Ohio and in the U.S. District Court for the Southern District of Ohio.

She assists in reviewing and securing financing for these transactions, and in drafting and negotiating purchase agreements, leases, and other essential contracts. Tina works diligently to ensure her clients comply with legal requirements, while also identifying potential risks and advising on strategies to mitigate them.

For small businesses, Tina helps clients choose the appropriate business structure—whether an LLC, corporation, or partnership—and assists in drafting and filing formation documents. She also provides ongoing counsel for business operations, helping clients navigate legal challenges and opportunities.
Estate Planning
In the realm of estate planning, Tina helps clients create tailored plans that simplify the transfer of wealth, minimize future conflicts, and ensure their wishes are honored. She drafts and executes wills, sets up durable powers of attorney for both healthcare and financial matters, and creates advance healthcare directives. Tina also helps clients select executors, guardians for minor children, and address specific bequests. Additionally, she advises clients to periodically review and update their estate plans, especially after significant life changes such as marriage, the birth of children, or changes in financial circumstances.
Tina's Education and Community Involvement
Tina earned her Juris Doctorate from Ohio Northern University Pettit College of Law and her bachelor’s degree in political science and philosophy from The Ohio State University. She is admitted to practice law in Ohio and in the U.S. District Court for the Southern District of Ohio. To further her professional development, Tina completed the 13-hour Fundamentals of Mediation Training program offered by the Ohio Supreme Court Dispute Resolution Section.
Tina is deeply involved in the legal and local community. Since 2013, she has participated in the Lawyer-to-Lawyer Mentoring Program, which pairs experienced attorneys with new lawyers to help them navigate the early stages of their careers. She has been a Fellow of the Ohio State Bar Foundation since 2017 and has served on the Union County Law Library Resources Board since 2019. In 2024, she became a member of the Supreme Court of Ohio Commission on Certification of Attorneys as Specialists. Tina currently serves on the Board of Trustees for Memorial Health, and she has also served as a board member for both the Union County Family YMCA and Union County Elite FC.
Outside of work, Tina enjoys traveling with her family and volunteering in her community. She and her husband, Mark, have lived in Marysville for over 30 years and raised their three daughters, all of whom attended Fairbanks High School.

Stephan J. Yurasek, J.D.

Stephen J. Yurasek, J.D., is a retired attorney based in Marysville, Ohio, who specialized in real estate, business, probate, and estate planning law.
Before his legal career, Yurasek served in the U.S. Air Force from 1968 to 1971. Afterwards, he attended The Ohio State University and graduated with a J.D. in 1979. He was admitted to practice in the Ohio and U.S. District Courts for Northern and Southern Ohio. Yurasek held leadership roles as a past president of the Union County Bar Association, and was actively involved in the local legal community.
He retired from active practice on August 31, 2022.
David Allen, J.D.

David F. Allen, J.D., is a retired attorney based in Marysville, Ohio, who specialized in corporate law, probate, and estate planning.
A graduate of The Ohio State University College of Law in 1961, he held a distinguished legal career, including admission to the U.S. Supreme Court and several district courts in Ohio. Allen was a member of the Union County and Ohio State Bar Associations, serving on the Board of Governors for the Estate Planning, Trust, and Probate Law Section.
He retired from active practice on January 1, 2013

Our building on 233 West Fifth Street embraces a rich history housing some of Marysville's most notable historical figures.
233 West Fifth Street - Seigman House
An earlier house stood on this property which became the home of Colonel James Wesley Tilton. Tilton was a veteran of the Civil War and came to Marysville in 1882. He managed the sale of real estate and insurance. His home was destroyed by fire in 1901.
In 1903, Colonel Tilton had plans prepared for a new residence to be constructed on the property. Those plans never materialized due to the sudden death of Colonel Tilton. The property was sold by his widow to Chester and Clara M. Seigman in January 1913.
Charles Seigman was a farmer from Millcreek Township. He came to the county in 1876 from Pennsylvania. Seigman remembered hearing the sounds of the Battle of Gettysburg when he was a boy which took place 12 miles from his home. In addition to operating a farm, Seigman entered into the livestock business. As a stock dealer, he was very successful.
After the purchase of the lot at 223 West Fifth Street, Chester and Clara Seigman hired Marysville Contractors, Sharrer Bros., to construct a new residence. The dwelling was to be built of red pressed brick with a red tile roof. The woodwork and floors were to be of quarter sawed oak. George W. Fox and his son, William, were the brick masons. Work began on the home in 1913.
The Seigman home was completed in 1914. The house was two stories, 40 x 48, with 8 rooms. A beveled glass door and side panels were used in the entrance.
The Marysville Tribune described the dwelling as "one of the finest residences in Marysville, modern and convenient in every respect and a great improvement to the city."
